In a future where technology predicts crimes before they happen, a dedicated Precrime officer helps stop them in advance. When the system identifies him as the suspect in a future murder, he goes on the run while searching for answers and questioning whether anyone can truly escape their predicted fate.

- The film was originally developed as a sequel to Total Recall starring Arnold Schwarzenegger, but the concept was abandoned when the production company Carolco Pictures went bankrupt in 1995 before securing funding or Schwarzenegger's commitment.
- Tom Cruise and Steven Spielberg had wanted to work together for a decade before Minority Report, after meeting and becoming friends on the set of Risky Business in 1983.
- Spielberg and Cruise agreed to each take 15% of the gross instead of upfront salaries to keep the budget under $100 million, with Spielberg citing Tom Hanks' profit participation deal on Saving Private Ryan as precedent.
- Matt Damon turned down the role of Witwer due to scheduling conflicts with Ocean's Eleven, and Meryl Streep declined the role of Iris Hineman.
- Javier Bardem was offered the role of Witwer but refused it.
- Scott Frank's final screenplay, completed in May 2001, removed the character of Senator Malcolm and introduced Burgess as the antagonist, reversing Witwer from a villain to a good guy character.
- Spielberg delayed production to complete A.I. following the death of his friend Stanley Kubrick.
- Minority Report was the first film to use entirely digital production design, employing a system called previz that allowed the crew to use Photoshop and 3D animation programs like Maya and XSI to create simulated sets.
- The Spyder robots were designed by PDI/DreamWorks supervisor Henry LaBounta, who drew inspiration from deep sea jellyfish bioluminescence for their appearance.
- Production designer Alex McDowell was hired based on his work in Fight Club and storyboards he created for an unmade Fahrenheit 451 film that would have starred Mel Gibson.
