- Martin McDonagh was inspired to write the film after seeing real billboards in Texas around 1998 that accused a man of murder and criticized police inaction in the case, which belonged to James Fulton regarding his daughter Kathy Page who was killed in 1991.
- McDonagh spent approximately ten years developing the script before deciding to make the protagonist's mother—rather than the victim's father—the character putting up the billboards.
- Frances McDormand was written the role of Mildred specifically, though she initially resisted taking it because she felt too old for the part as written.
- Sam Rockwell's character Dixon was written expressly for him by McDonagh.
- McDormand drew inspiration from John Wayne's Western characters to portray Mildred, while Rockwell looked to Lee Marvin's performance in The Man Who Shot Liberty Valance to create a character opposite to hers.
- Principal photography took place over 33 days beginning May 2, 2016, in Sylva, North Carolina.
- The three billboards were constructed by Allison Outdoor Advertising and placed in a pasture near Black Mountain, North Carolina, then covered when not actively filming because locals found them disturbing.
